Under this provision, currency defacement is generally defined as follows: Whoever mutilates, cuts, disfigures, perforates, unites or cements together, or does any other thing to any bank bill, draft, note, or other evidence of debt issued by any national banking association, Federal Reserve Bank, or Federal Reserve System, with intent to render such item(s) unfit to be reissued, shall be fined under this title or imprisoned not more than six months, or both. it does not mutilate, cut, disfigure, perforate, unites or cements together the bill. "any other thing" is super vague. The second part of this says you need intent to render such items unfit to be reissued. The counter to that is that these bills are still worth $2, and the minimum trading price for one would be just $2. And for your reference, here are all of the $2 federal reserve note series.
