If all you need is a copy of Miles Morales to pay the $20 "upgrade" fee then it's $35-$40 for both instead of $70, in theory. Suit textures were changed to reduce shine, environmental textures and objects were also reduced. Including puddles. But the media and the devs just cherry picked the puddles and laughed at the 'pathetic complainers'. They even added cartoon puddle stickers for the photo mode to rub in the salt. I didn't care about it at the time but through my playthrough, I did experience some slow down so I guess they really did over sold the graphics in the trailer videos.
