It definitely depends on his response to the question. It's interesting because Chigurh seemed to value honesty, so I'm not sure which way his code would have wanted the guy to respond.
I think were I in his shoes I would have said "Do you want me to see you?" Voted lived because of the coin's determination being such a strong sell to Anton, but is that enough to make the clerk an outlier to Anton's kill spree? He gets there the same way the coin does regardless of its faces/position. Maybe it's hope that someone could make it out of such an oppressive situation.

I believe an important detail in this scene is the fact that after the accountant asks "are you going to shoot me?" Chigurh turns around with an almost surprised look on his face, like he wasn't even contemplating killing the accountant and was surprised that the accountant himself broached the subject. That's why I lean toward Chigurh having not killed the man. Him saying "that depends... do you see me?" to me is more like "well, now that you brought it up, keep this shit quiet and I'll leave you alone."
