I can speak from experience, in late March I tried to obtain a test for a patient, and I literally had to call the State Department of Health and have the state epidemiologists hand deliver a single test. It was like that until basically mid-april. Which explains why the diagnostic graphs look so crazy. I had at least a dozen cases beforehand that I was explicitly told couldn't be COVID 19, therefore I couldn't get a test.
