This scared people (adults, parents, strangers) and because we fear what we are afraid of, we condone his actions because we do not understand his actions. Condoning his actions helps us because we pick a side, causing us to be "certain" of our convictions and because the accused is "different" and that makes him "scary" then he must be ostracized and evicted, rooted out of our civilization. Because this is not what "civilized" people do. We do this as part of a natural reaction to not understanding something. That doesn't make these actions that we take "right".
