I have to imagine they knew because I doubt the actors are able to sign these big multi movie contracts without a stipulation that they have to let Marvel/Disney know if something is going to prevent them from fulfilling said contract. Captain Marvel made a lot of money, so of course they will put her in the mix here and I guess shes taking over the Avengers, or something like that. It'd make sense to save the person who single handedly overthrew your enemy nation.
