...the part where neuroscientist found that it stops at 21 years old for women? I don't get it. I think it's stupid that some people act like acting like a complete dumbass is acceptable when being 21 years old(even for men). I also thing it would be ridiculous to wait until 25 years old to consider someone an adult

I mean of course we should give more "understanding" if a 21 commit a crime than someone my age, but I think you are definitely old enough to take most responsibilities and be held accountable for your actions.

It actually mean the opposite. That girls mature sooner. Also intelligence =/= maturity. Someone can be incredibly smart and be immature as fuck.

Definitely not an excuse to act like a dumbass. More like a caution that in your early 20s youre more prone to do behavior thats rash. So even though youre an adult at that time, you should still realize youre not fully conceptualized I guess.
