Except "they should have complied" is most often used in these cases where the person who is hurt/killed does something completely outrageous. It doesn't take culpability away if the cop does something negligent, but the OP seem to imply mockery of the idea in general.

Yes, but that's a utopic, impossible ideal. We can certainly work to reduce their numbers, but it's literally statistically impossible to have a 100% competent work force. And incompetence can also just be a momentary thing and not a reflection of their normal work, falling into depression, not sleeping enough, substance abuse, shitty day taking their mind off their job, etc. None are excuses for harming or killing someone, but it's impossible to account for it. You have to work with the world you got and not the one you think should exist.
