This complaint is always confusing. Yes, a psychopathic murderer like Floyd's murderer or an abusive asshole like this dude will do what they do regardless of compliance, but compliance can mean the incompetent cop never needs to pull out his gun or the chance someone will justifiably become a risk. Murder is murder and incompetence is incompetence, but acting as smart as possible is always advisable in any situation.

Literally no one is suggesting noncompliance as an alternative to compliance. There's nothing confusing about the complaint that police often abuse people even when they comply.
