Yes, a psychopathic murderer like Floyd's murderer or an abusive asshole like this dude will do what they do regardless of compliance, but compliance can mean the incompetent cop never needs to pull out his gun or the chance someone will justifiably become a risk. Murder is murder and incompetence is incompetence, but acting as smart as possible is always advisable in any situation.
