There is no "approval" process if you brand it as a supplement. That's why pharmacies and GNC and similar places can sell all that holistic bullshit with claims of this and that, because all the bottles have that "not approved by the FDA" warning on the label

Obama left the country with a document titled "Playbook for Early Response to High-Consequence Emerging Infectious Disease Threats and Biological Incidents", which was sent to the DHS and the CDC.

The Trump administration publically criticized it in 2018 and said they were making their own.

They then said that they weren't prepared for the coronavirus, despite "novel coronaviruses" being one disease that the Obama document highlighted as high-risk, and that there was no way to prepare against or foresee such a contagion.

This came to light specifically because Mitch McConnell claimed that "clearly, the Obama administration did not leave any kind of game plan for something like this."

The Obama administration had a playbook that the Trump administration scrapped and publically dismissed about a year before this current pandemic. When criticized for their response to the pandemic, Republican officials countered with "but Obama didn't do it for us", despite the existence of a detailed playbook for use in the event of a pandemic.

If your orange dipshit of a president didn't spend his time and your taxpayer dollars discrediting a playbook that could have mitigated some of the damage caused by coronavirus, you might not have had 176,000 US deaths in 6 months.

The Obama administration didn't have a cure, but it had a plan that might have prevented or slowed down the amount of COVID deaths. And Trump's dipshit party of clowns, when criticised on their COVID-19 response, denied that it ever existed to make themselves look like unfortunate victims fumbling around in the dark.
