It was more that there was an international law that an attack before a declaration of war was considered a war crime.

I read in an article today that Japan didn't surrender because of the nukes, but because the soviet union declared war on them 3 days after they got nuked. About 66 of their cities, including Tokyo had already been flattened by American conventional bombings, resulting in far more deaths than the nukes did. The Japanese did not fear the bomb, they feared Soviet oppression and used this "unprecedented technological advancement" the americans had as an excuse to surrender thus letting the emperor save face.
Idk if any of this is accurate though.
