Depends on the time you ask tbh. Right now its arguably IM, Cap, Thor. But because Hulk, Spider-Man and Wolverine are so popular, it comes down to which era. In the 90's it was more than likely Wolverine, Spidey, and Captain America.
IM didn't become as popular until 2008, Thor wasn't as popular until Ragnarok (his first 2 movies got him more recognized, but didn't do him justice), Captain has always been iconic for Marvel, he was literally made to keep morale high during WWII, he's going to be a legacy. So if we go by all time popularity, its going to go something like:

I think people forget the Hulk had his own tv show that lasted 5 seasons before.

Pre-MCU, in terms of recognizability in the general audience it was definitely Spider-Man, Hulk & Wolverine. Iron Man and Cap have gained in popularity with the MCU, but those other guys haven't exactly disappeared from pop culture either.

Are the "Big Three" supposed to be heroes that are recognizable to everyone, even people that don't follow comics or movies? It feels like Hulk has been sliding in popularity since he hasn't had his own movie in over a decade, which we've been inundated with Iron Man, Captain America, and Spider-Man movies.

Ok, so the most conclusive thing I've been able to find on google is that the top 3 selling Marvel series are Spider Man, X-Men, and Captain America.

I think for marvel it's more so about brands. Big three would be X-Men, avengers, Spiderman.

There are the Big 3 in terms of popularity and Big 3 from and in universe influence perspective. For DC these happen to align. But Marvel's do not. Marvel's in-universe Big 3 are probably Captain America, Iron Man, and Thor. Marvel's Big 3 from a popularity perspective has historically been Spider-man, Wolverine, and Hulk. After thinking a little more, I think Iron Man gets into the top 3. I think Captain America is close. But Thor and Hulk are comfortably out of the running.
Spider-Man is basically a star since the 60's. The Fantastic Four used to be the biggest Marvel comic at the beginning with Stan Lee and Jack Kirby. But they faded and Spider-Man soared past it. He had some lull periods but he's still huge. Wolverine is the single coolest character of a franchise that dominated from the late 70's to the millennium. It set the bar for the industry at the time. Even DC revived the Teen Titans to compete with them (The New Teen Titans). Team books became a big deal (ie. Batman and the Outsiders, all the X-Men spinoffs). Crossovers became a big deal. And of course the movies. Iron Man was never much of a comic star but since 2008, he's the guy.
