Buu Saga Vegeta definitely had the best arc. Dude lets himself go back evil to try and be better, realizes that hes still not strong enough despite finally trying to copy Goku. Has a heroic sacrifice. Fails again. And finally comes to terms that Goku is stronger after he plays tank vs Kid Buu. Vegeta was actually at his worst in Cell Saga. Randomly caring when Trunks was killed. I thought it was generally agreed Buu Saga atleast brought peak Vegeta.
