Should each citizen pay a 1% income tax to pay the President's salary?

The current Presidential salary of $400,000 per year is very low given the importance of the office. Should the President's salary be increased to $200 billion per year, funded by a 1% income tax on all citizens?

I would confidentially assume most Presidents don't take the job for the money.

I would say yes because then theoretically they can use their superior morals to use the money for free healthcare and education for us all. And if it works in theory it will work in real life. Only issue is 1% is really low, but it's a step I guess.
