The CDC was giving guidelines out on how to make home made masks and telling everyone to leave the disposable face masks to medical workers and first responders since February and they were cracking down on scalpers by giving a government mandate on all Medical Suppliers and Warehouses to put purchasing restrictions on PPE's, Online stores like Amazon were even cracking down on the scalpers... and it STILL didn't stop people from hoarding and scalping them. Remember we live in a very individualistic society here in the US where the thought process is more "selfish" in nature, in comparison to S. Korea and Japan where they're more collectivist in thinking. Even when they both were in pandemic, none of them had face masks shortages ever because people were hoarding them over there. This was one of the ways they tried to discourage behavior, so yes while it was scummy they lied they at least did it with good intention.
