The American commercial for FF7 (which I saw before buying the game) was even more obvious about it: it had that exact shot paired with the voiceover line 'a love that can never be,' or something very similar. I'm pretty sure all of Nier Automata's "movie bar" cutscenes are also FMVs, as costume changes aren't reflected in them and my computer was pulling a steady 30 on them. FMVs generally stick out like a sore thumb on ports of last-gen games; most of Resident Evil 5's QTE cutscenes were FMVs and they're now lower quality than the rest of the game.
