Every game has not had all Pokmon available legitimately at release, some only available by trading with the other games of that set, or trading backwards and forwards with other sets/generations. I'm guessing that SwSh was more rushed than usual, and they were forced to release an unfinished game this time around. If you look at the development of G/S and R/S you can see that they were developing up until basically weeks before release. Celebi for example wasn't added into G/S until ~September 1999.
