I was looking up some statistics and noticed Hispanics are killed noticeably less often than black people by police, despite Hispanics being a higher percentage of the population (4% more). If we are basing disproportionate police killings on racism, then it seems to suggest police are quite a bit more racist towards black people than Hispanic people. If we are basing disproportionate police killings on chances of police encounters (in relation to the total number of arrests by race in 2017), then that would seem to suggest that Hispanics have a lower chance of encountering police, based from their number of arrests (18% of all arrests in 2017 were Hispanic, 27% of all arrests in 2017 were black)

I've always seen more hispanic cops in my neihborhood, which is also a mostly hispanic neighborhood.

That said, there are still a disproportionate amount of hispanic people in prisions and in the criminal justice system.

black people are more instantly recognized as "not white". That's probably the main reason. You look for half a second, instantly can tell the victim is black and then shoot

They are more likely to hesitate with Hispanics because sometimes you don't notice right away their ethnicity

These numbers seem to be based on being either White, Black, or Hispanic. "White Hispanics" may be under the "Unknown" category in the link in OP

Honestly, I think it would be more interesting to compare killings or even just arrests of African Americans with their African immigrant counterparts. Better yet, how are the children (i.e. second generation) doing? They would all be black persons, so its not like police would immediately distinguish them from one another, if racism is the motivating factor in response results.

The way I interpret it, police who murder are animals. If you've seen an animal kill when it isn't hungry or threatened, there's your murdering police officer. I killed you, so that makes me the alpha.

While I have no doubt that there are many bigoted police who actively detest Black people, I think victimization of Black men stems primarily from the lack of protection which Black people have in society. If a police officer shoots an unarmed White man in the back, society is against that officer. And in some cases, the officer is even held accountable. If a police officer shoots an unarmed Black man in the back, bigots and proponents of the status quo will offer apologetic interpretations of the events and blame the victim.

The reason a Black man is most likely to be killed is because he is the least likely to be defended by society. This is where fighting institutional racism becomes crucial. Police murdering Black men is something grandfathered into society from the days before the Civil Rights Movement. Some see murder of Black men by police as something that happens, something tragic but routine. Others are indifferent about it or choose not to see it. Others still enjoy it because, by disadvantaging Black people, it reaffirms social inequality in a way which tickles bigots' fancy. ("We are the predators, they are the prey.")

American society must collectively move toward defending the rights of all men and women. There will continue to be police who murder Black men as long as society allows police to get away with murdering Black men. This is not the only thing which must change, but it is one of the most important things which must change. From it, all other changes become possible. Once we state that all victims are equal, then all assailants become equally liable to punishment. And cops stop thinking they're at the top of the food chain because a murder, any murder, can land them behind bars. And they want to be there least of anybody.
