I think that

Cuck: person who has a Significant Other who is cheating on them. they may or not be aware the SO is cheating. if they are aware, they either don't want to or can't stop it

Simp: person who is not in a romantic or sexual relationship with a person but acts like they are, or thinks it will happen eventually with enough patience. and they do everything for the person while never getting anything in return and the person usually is already in a relationship with someone else who actually gets to fuck them.

If you go by the contemporary usage then a simp is someone - usually male that will behave subserviently and provide material/wealth towards another - usually a female with the hope [but not guarantee] of attention. or more likely desired sex from the person they are giving resources to.
The cuck is someone that is already in a relationship, but is an observer willing, or unwilling to seeing their partner be either/or in a relationship with someone else, or getting fucked by someone else. For some it is a fetish for them, for others it is a reflection of them being on the outside of their own relationship.

The differences? The simp is not going to have sex with the focus of their attention no matter how much they fawn or donate. The cuck might get to clean up sloppy seconds.

Give it a few months and the meanings and usage will likely morph and change some more depending on how people want to screech at each other.
