Try to offer it some good poke food maybe in hope that Pikachu will like it and come along on the journey .

Or maybe catch it. But not sure if I want to force it.

Would love to evolve it to raichu later on .

Catch it and throw it into the daycare to breed it and then release it. If it somehow had perfect IVs and perfect Nature and was shiny, I'd still have to breed it to for Volt Tackle. I'd Wonder Trade it instead of releasing it though.
