Theres no good reason for that if I have more PTO. Shell take two weeks for vacation at times >_<

Is this normal? I mean they had 3 people working there for a year before they hired me, they can go back to it for two weeks...or do it again for a year if I leave.

I haven't been able to take more than a week off except for one time in the past 16 years (my current job). It's just the way it is here, it's probably different for every place. Where I work, we're 'essential railroad' and have to man a station 24/7 with only 6 people plus a manager. I think in our case they limit vacation length as to not accrue massive OT.

My husband works in an 'essential' job with a non-profit (he's their IT and HIPAA person); so he's not allowed to take off a week or more either. He has to schedule any days off he takes around the non-profit's schedule and gets his boss' approval (not sure if they're either CEO, CFO or COO); so no spontaneous "I can take off whenever I want" days.
