Some don't care enough. Others probably think they can do more from the inside, rather than coming off problematic to them. It's pretty clear that telling on a couple cops doesn't really have many repercussions. In fact, I'd go as far as to say that the cop reporting other cops would end up catching all the shit end of what comes of it. His life will stay ruined and people will move on in a week. Whistle blowing isn't some simple tell and have justice take care of it type thing. The justice system hates whistleblowers, because they all got their own shit going on behind the scenes.

First we need to make a world where reporting negligence actually has the right results.

You're not wrong. I'm just trying not to throw good cops under the bus because people think they wield more power than they actually do. A single cop can't stand up on his own against a dirty precinct. This isn't a movie.

Which unfortunately has the side effect of making people assume that the vast majority of cops are bad because the bad cops are getting much of the attention.

Unfortunetly most people are morons who make sweeping generalizations based off of isolated incidents. And that's not exclusive to law enforcement.

Cops are authority figures and have more power than a regular citizen, thus they need to be held to a much higher standard and need to take harsh criticism to do better. If they can't handle that why did they go into that profession?
