The worst one that I've actually played is Wild World, but honestly it wasn't bad at all. The characters weren't that interesting and the girl was probably the superior of the two anyways so you'd spend almost all your time as her. While it did have a few interesting moments most of the time it just felt like a boring checklist with little insperation. Paris felt unique and Arno was actually a decent protag, especially in comparison to the twins. I mean, City Folk never really seemed like a good title to me, but it does sound better than Lets go to the City... Yeah but it wasn't entirely uncommon for European releases to get lame titles though. Like Teenage Mutant Ninja Turtles was called 'Teenage Mutant Hero Turtles' in most of Europe(both video games and other media). Why?
