I'm playing Yakuza 0 again and it kinda amazes me how robust and teeming with life the city is, with different types of people walking around, detailed buildings, and many different shops and restaurants.

they're hardly interactive or as realistic or even busy but i really like the towns in solatorobo. they're all fleshed out in ways that it's easy to say they truly come to life. sky island cities are cool. skyward sword was good in that regard too,

Radiata Stories, though I don't know if it holds upCan't believe someone beat me to this. It was a PS2 game that boasted 24 hour schedules for every single NPC in the game, and they changed based on how far into the story you were and sidequests you had done.
