I'm playing Yakuza 0 again and it kinda amazes me how robust and teeming with life the city is, with different types of people walking around, detailed buildings, and many different shops and restaurants.

Dishonorable mention to KH series.

they're hardly interactive or as realistic or even busy but i really like the towns in solatorobo. they're all fleshed out in ways that it's easy to say they truly come to life. sky island cities are cool. skyward sword was good in that regard too, it kind of made me not want to play the rest of it

Majora's Mask and Yakuza 0 (the whole Yakuza series, really) are the reigning champs for sure.

Down quite a ways from those Rune Factory 4 comes to mind just in terms of the energy of the townsfolk.

Can't believe someone beat me to this. It was a PS2 game that boasted 24 hour schedules for every single NPC in the game, and they changed based on how far into the story you were and sidequests you had done. The game itself wasn't that great, but it sure delivered on having a lively town.

For its time, Morrowind really felt like a pinnacle of realistic cities. The attention to detail in Balmora, Vivec and Aldruhn was spectacular.

Morrowind was great and everyone treated me like dirt and felt I should be relegated to being a slave-cat.

The world got too homogenous in Oblivion and Skyrim even though I still enjoyed both.

I'd say it's a mix, but with interactivity playing a significant part. Of course, the interaction varies with the genre.

Isn't it semi-popular among JRPG gamers? But yeah, Radiata Stories is a great example.

I also enjoyed how you can recruit basically everyone in the game.
