I have pondered this for a moment, I would say yes but softcore seems to largely imply non jay jay being shown.

Softcore vs hardcore has always been mostly a stylistic difference. As long as there's no visible penetration it would probably be considered softcore.

To me, softcore is no fucking (strip, solo, traditional pinups, lesbians making out, etc) and hardcore is fucking.
