I think it would just be a paradigm shift that people would adjust to and would, ultimately, change how how people interacted with each other knowing they couldn't hide behind an alt. It would also mean troublemakers would have to be more careful so they don't lose access to the board completely. Also, are you saying they get one account and that's it? Like, if they get Banned is that the end of their story? Or could they make another account if their previous one got Banned, but would have to build up their Karma and make it clear who they were when re-joining the board? In other words, if you just ban a guy every time they mess up they can just come right back on an alt.
