Then when you tell people about this and they ask "Well why is that allowed? Why can't they make it illegal to modify bills like that and attach things that have nothing to do with the original bill?" Well it's because both democrats and republicans have gotten things passed because of riders and because of media pressure and elect ability issues despite such riders the bill gets passed anyway so now we're effectively playing chicken, Republicans and their riders vs Democrats and their riders Both sides have a tone at stake in ramming this through with the riders, for Dems it's showing their base that they are worth supporting in the elections because they fought for them, for Republicans it's about showing loyalty to the rich corporations who lobbied for them to put these things in the bill if they don't do it they risk being primaried or losing out on super pac money, through the same is true for Democrats despite what they're saying.

So at the end the corporate rich ass kissing with no oversight part of the riders is most definitely going to stay there while everything else gets busted down to "acceptable" standards by both parties.
