It does, but the point is if you think water is capable of destroying the planet then you'd be mistaken. On a base level water can suffocate. At a high speed it can cut through steel. It cancels out most forms of fire and is strong enough to erode earth. We as humans are 60 percent water. The ability to control water would give you the ability to control movement, as seen in Avatar: The Last Airbender.Yes most forms but fire that water can't put out does exist.
