I picked up the games when they were on sale in party packs and my friends would sometimes play, but we usually wound up playing Dota. Price differences mean I simply get a error message. Valve won't let cheaper regions gift because of prices and claim legal stuff forces, but have no problem letting the more expensive regions do so. I'm limited to places like Russia or South America. You know, where my friends don't live.
