Some states it is. Because according to the powers that be it takes water out of the watershed. But the laws really only apply to people who build massive lakes on their properties that divert water from streams/rivers.

Yes, in certain states.

Ah, ok - it's just basic common sense laws. I think we have stuff like that in Canada, too.

'cuz I was legit thinking it was weird to not be allowed to collect rainwater while ALSO being allowed to have a swimming pool.

Well it wasn't until recently when a lot of western states basically said 'no water collection full stop.' Because rainwater apparently belonged to people with water rights. But in recent years lawmakers have looked at the laws and adjusted them.
