Racist?

You have a small business owner with 2 employees. After looking for a 3rd employee there were a few good applicants, but one really shined! So they have an interview and he's very qualified. The problem is, well, the dude is "Race/Religion/Gender/Species" this person is terrified of from a combination of fear, racism, bad experiences, familial intolerance, the whole shebang! ... Should the business owner be allowed to discriminate and not hire this very qualified person knowing/thinking they'd be in constant terror working with them? Ifnot, should the business owner just close up shop, putting the other 2 employees out of work? Alternatively, should the owner be MANDATED to have to hire despite all the phobias, bigotry, racism, triggering, etc. they suffer from. --- "Salt cures Everything!" Desensitization, introduction, and assimilation might help the business owner be more comfortable in general in handling phobias. --- "Salt cures Everything!" Business owners are allowed to discriminate, that's what the entire hiring process is. Otherwise anyone would be able to get any job regardless of qualifications.
