All I'm seeing so far is that the replay guy made (legal) scouting reports, he just used information from the replay room instead of watching NESN. I guess I have to wait for the full report to understand why this is worth a draft pick.

so basically - still cheating - just much less widespread and overarching than the astros. some players knew, as opposed to basically everyone in the org.
