You know like hey, we're out of time outs and we need the clock to stop after this. So if you catch it, start holding your leg and act like you're hurt for a couple minutes so we get an injury time out.

yes, this is why an injury within less than 2 minutes in the half charges the injured team with a time out

Well I know it's a big thing in soccer and basketball to get fouls. This is a different concept though to get a free time out from it.

the eagles got caught a couple years ago. somebody from the sideline gave the signal and 2 guys went down for no reason.

also, there have been measures taken to punish teams that do this. 10 second runoff, loss of timeout etc.

Or a 10 second runoff on offense if there are no timeouts or the team doesn't want to use the timeout.

Hell, sometimes players in the NFL flop. I remember one time Bills punter Brian Moorman flopped hard on a punt after being lightly contacted by an opposing player and drew a BS roughing the kicker penalty. I'm sure some defensive linemen might take a fall here or there if they think it might persuade a ref the offensive lineman was holding them.
