Drunk driving is a shitty habit that should be severely punished, especially when someone besides the driver gets hurt as a result of it. However, some people laugh in stressful situations. It's questionable, but doesn't automatically make them bad people. The video starts around the time the drunk driver is giving testimony, it appears at least. I don't know why the judge picked this moment to make an issue of them laughing. It seems that if they were laughing the whole way through previous testimonies that it should have been stopped right then. This just looks like one of those times where the video doesn't show nearly enough.
