NOTE: Current forms of entertainment won't be able to make up bull shit like "all clothes in this universe are now indestructible" or something. New shows and stuff will, though.

Another note: No censorship will be allowed. Dongs will be flopping around. This will, however mean that kids shows may become rated adult-only.

For example, in Dragonball Goku can get blasted by a fiery ball of energy through a shitload of mountains ...And yet he comes out with his shirt only slightly battered. Now I highly doubt that his clothes are stronger than mountains, so with this new rule, he'll be fighting naked after that. Same with Vegeta; his armor tends to only cover his torso and nothing else. Even if Saiyan armor is super strong, he's gonna end up naked from the waist down if he gets smacked by some strong explosion.

It applies to everything right now. Stuff being made or that has a reason to be resilient to damage like Black Panther's suit can still be damage-proof/resistant.
