The entire reason Half Life games exist is to push the envelope for new tech and present an, at the time of release, revolutionary experience which is how they get away with being pretty mediocre, so it was likely VR or nothing.

Half-Life 1 still has very good level design. Half-Life 2 hasn't aged well though.
