How is a moratorium on deportations not open borders?

You're not allowed to cross the border illegally, overstay your visa, etc., but if you do nothing will happen to you and you'll even get welfare, paid for by American taxpayers, if you need it.

There's a reason why laissez-faire capitalists want open borders, because there is a much bigger supply of job candidates and businesses won't have to pay as much in salary and benefits because the demand for jobs is so much.

On the other hand if you have an increase in unskilled workers who don't speak English, they will have trouble finding jobs even compared to unskilled workers who do speak English, and American taxpayers will have to pay welfare to the people who can't find jobs or are underpaid.

Stopping deportations and giving all illegal immigrants welfare is not consistent with socialist or even social democratic policies.
