The unfortunate side-effect of villain team-up stories (and superhero team-up stories) is that the relative power level of each hero/villain drops drastically to accommodate the increased roster.

Only one of the team can be the "final boss" and all the others end up being glorified fodder.

I didn't like how Peter B. basically didn't give much of a shit about being able to see his dead aunt again. Still the best Spider-Man movie ever though.

But Tombstone is pretty much a b-tier Spidey villain at the best of times. Hes not particularly intelligent (which puts an enemy at a disadvantage to spideys intelligence and ingenuity) so hes not a major threat.

I think having him basically be a bodyguard was a fine fit for his character.

What? Yes he is. He's a mob boss (nowadays), and a decorated crocked businessman mixed with street smart. He's way more of a threat than a lot of Spidey's rogue, especially The Prowler and Scorpion.
I don't even have an issue with him being a henchmen, what I don't like here is that in this movie he was less Tombstone and basically just some grey guy.

I know what you mean. Aside from Peter B. Parker (great character), the only thing about the movie that stood out for me was the style. Everything else (the story, the characters, the plot beats) was pretty generic.
