I think it's the sauce that makes the difference. For example, L&L Drive-in serves fried chicken cutlets with either gravy or a ketchup-like sauce, but only the latter is called "katsu."

I actually heard that katsu and cutlet are different in that cutlet is just breaded, whereas katsu has panko, making it crunchier. Not sure if that's accurate or not though. They have different sauce that you can have with either though. I mean there's cream of mushroom chicken katsu which is pretty good :3

Well yeah, chicken katsu is a local thing here while tonkatsu is much more common in Japan. Hell it was actually hard for me to find places that had chicken katsu in Japan, which kind of sucked since that's my katsu of choice.

McDonalds doesn't do plate lunches, but they do have breakfast platters (i.e. Portuguese sausage, eggs, and rice, and spam, eggs, and rice).
