Tradition and time. Most manga is released on a weekly scedule by a couple of people at most, and as such they have less time for color. Manga is also generally drawn physicslly, whereas comics are almost always drawn digitally.

Comics are released biweekly, monthly, or (god forbid) quarterly, so they have much more time to be worked on. Comics also usually have a release buffer, giving more room for error. They're also usually worked on by a minimum of 3 people, so more manpower means faster production. Comics also have a MUCH bigger financial backing than manga, generally speaking, so companies can afford all the extra bells and whistles.

I think publication might also have something to do with it.

Most manga is released (initially) in big honkin anthology mags between one-third to half the thickness of a phonebook. And theyre cheap as dirt, compared to Western comics where youre paying 2 to 4 bucks for 24 pages on average.

You cant get the wide scale production for that cheap if youre paying to color everything, I dont think.
