Myth. An on track PhD student can finish at 25. Usually there isnt much more to be done after that, but that's pure contingency.

Also getting a PhD is more about discipline and perseverance than raw intelligence

I read that you don't create any more neurons after 13 (fucking 13!) Brain might potentially peak in efficiency around 18. And yeah, prefrontal-cortex is developed by 25. The rational part of the brain.

You can learn at any age, but with increased difficulty. Less "plasticity" in the brain, less processing power, more difficulty in remembering things, etc. It's always best to learn new languages as a child. They can pick up anything insanely fast though, which is why it's not at all uncommon to see "child prodigies."

It was thought that no neurons developed after birth for a while. This has been shown to be false, but the extent and purpose of adult neurogenesis is unknown. Mostly found to be restricted to particular portions of the brain, like the dentate gyrus.

Never the less, average peak of development for prefrontal cortex is about 25, evidence from cortical thinning at least.

I think it used to be a lot more common, afaik PhD programs have gotten a lot longer to complete
