WWE's matches are 100% scripted from top to bottom because Vince McMahon is an egomaniacal control freak who needs to micromanage everything. Most other wrestling promotions just tell the wrestlers a few major bullet points to hit during the match (a couple of big spots and then the ending) and let the wrestlers fill the gaps however they think it'll work best.
