But why.

They basically failed at the most basic levels of due diligence to protect their guests. This dude was able to smuggle in "around 20 large bags of weapons and ammunition" right past hotel staff. He had a full arsenal stockpiled in his hotel room, and not once did anybody think to question what the hell he was doing.

Hotels should be allowed to invade our privacy now and check every bag you got?

And hid it so well that to my knowledge at least, no one raised suspicion. Not guests, staff, no one. So we either put up metal detectors ar every door with TSA style guards at them, or we treat for what it was; a single man that knew how to blend in and not raise suspicion, and take advantage of a complacent environment where large bags of luggage are a common sight.

Maybe when one of the housekeepers went in to change the sheets and saw 20 bags of guns and ammo, he or she could have passed along the information to the management.

Or maybe when reviewing security footage, they might notice this same guy coming into his room with more bags, but never leaving with a bag. That's odd behavior for somebody staying in a hotel. You don't normally bring more than ~2 bags per person to a hotel room.

It's just mad suspicious. If his bags were full of cheese or something, fine, apologize for the inconvenience and leave him be. But if he's got literally 21 bags of guns and ammo in his hotel room, there's not really a rational explanation for that.

Do we know for a fact that this even happened? Given the amount of prep it seems incredibly unlikely he would actually let housekeeping into the room, which also isn't terribly unusual

Are you saying that this is unusual? Most of the time, either at the end or the start of a new day/shift, somebody looks at the security tapes to see if anything bizarre happened. I'd say "This guy keeps coming in with more and more bags but never leaves with any" might count as being pretty unusual.

Also, again, doing this over the course of several days means it's very unlikely the people on security detail would notice him bringing all these bags in. Different people over many different shifts, plus I doubt the bags looked distinctively different enough for anyone to notice that they weren't the same bag. There's zero reason anyone would notice that he isn't leaving with any bags.

I don't think this is true. It wouldn't be practical to have someone sit and do this every shift. They have people actively monitoring the cameras in casinos, but I'm pretty sure it only gets reviewed after the fact if something happened that they are aware of.

Bottom line is, the hotel is paying the victims because--even though they're not admitting fault--they're at least partially to blame for what happened.

That's a pretty big hotel in a tourist spot, the idea that the ever changing staff would notice the same man going in and out with different cases over the course of a few days is a lot to ask for. On top of it being none of their damn business if he had weapons in his luggage or not.

Not that it mattered in the end, since he suspiciously only used two guns that could easily be fit in one.

My guess is that he was planning some kind of stand-off and wanted to have weapons/ammo for the variety of situations he cooked up in his head. I guess when the police were actually at his door, he realized none of those plans were going to work out.

i'm still holding firm in my belief that what he did was strategically unpack his bags 1 bag at a time from his car so as not to raise any suspicions. there's no way hotel security can keep an eye on everybody all the time. now if he were to come in by as a single man and ask for the bellboy to bring up 30 bags that would be something that raises a red flag.

They really should check every persons bags. Have a section where you unpack your bags in front of them and then put it back in. Someone could sneak in ammunition or gun parts to assemble in their room.

We shouldnt wait until the next tragedy happens, hotels need to start taking a proactive approach to ensuring the safety and disarmament of their guests.
