During your main phase, if there is a monster in your graveyard that has an effect of not being able to be special summoned to the field, you may banish your entire graveyard (besides the targeted monster) to negate the effect and Special Summon that monster to the field. The summoned monster cannot use its effects or attack the turn it is summoned as a result of this card and it cannot be returned to your hand or deck. If the summoned monster is sent to the graveyard for any reason, banish it face down.

If this can only be used on monsters that can't be special summoned at all, then no. There aren't many really strong, viable monsters I can think of that fit that description, certainly none that could make a ban worthy combo with this card.

Maybe. Probably? Considering it's like a Monster Reborn with a few drawbacks, but a nice upside as well. I can totally imagine first turn shenanigans with it after using a card to dump something stupid from your hand / deck to the graveyard and then using this card bring it to the field. Haven't played YuGiOh in forever, but from what I know it could be busted.

The Diety of Poisonous Snakes and Dark Sage would qualify since they cannot be special summoned except under specific circumstances. If the card text says "This card can only be Special Summoned" or "This card cannot be Special Summoned except..." it qualifies.

Then this card is absolutely positively 100% instantly ban-worthy. There would be literally thousands of ways to abuse the fuck out of this card. Fuck that.

Knowing Konami they would print this card and then immediately print Horakhty in the TCG and for a beautiful two-six weeks every competitive deck would be about setting these cards up for an instant win combo lol.

Yep. Dump the gods in the grave, revive Obelisk and Slifer with other cards, revive Ra with this card, summon Horakhty, win instantly.

And if this works on extra deck monsters (Synchro, Xyz, Link, etc.) then there's even more insane stuff you can do.

There are some interesting options, but nothing game breaking. It's mostly off-meta or anti-meta stuff like Ancient Gear Golem, Apoqliphort Towers, Vanity's Fiend, Denko Sekka, and the three Wicked Gods.

Well it really depends on what you have in mind, as problem solving card text means theres a relatively small, but specific amount of summoning restrictions.

If its just cards that have a cannot be special summoned clause in their text, the card might have some fun combos with stuff like Vanitys Fiend, but not overly game breaking.

If its any card that cannot be special summoned for any reason (including other cards effects or restrictions)things get a bit more hairy. Probably a relatively busted card, but would depend on the format.

If it ignores any summoning conditions, period, its OG broken and will probably last a few weeks so Konami can make money off whatever set it was printed in, before finally getting banned.
