I use the term touch as an overarching catch all term for all physical contact whether you touched, pushed, pinched, slapped, etc...

As for who is the victim, sure you can try to claim that but the incident being described involved you deliberately touching a coworker who did not want you to be touching them. You can try to claim bullying and whatnot but honestly I probably would let it slide and learn from this experience to CYA.

FWIW I have had a close call at work once when what I thought was harmless teasing was considered borderline bullying by the other person. Even though I meant it in jest, she didnt feel that way. And we had been friends in uni... long before she joined my company.

Whilst I really appreciate the ? block sentiment (genuine or not), I am not trying to argue or debate with you on this topic but really just hoping you don't end up getting yourself fired (or worse) over something like this. Don't get me wrong on this, I am not siding with her in any way, but rather, this is how I would advise my friends if they were facing a similar 'incident' in the workplace.

I also would acknowledge that it sucks to be in your position where you may feel betrayed because this person who you once thought was a peer/equal/colleague pulls something like this on you. Unfortunately though, the way most HR policies and laws are set up (I use this generally as I'm not an expert on the intricacies of this) is that when boiled down to the core fact pattern, the person who did the infringing act is usually the one who ends up wore off.

She got right up in my face first thing when she got here. Told the manager I was ignoring her, though he didn't do anything about it even when I confronted him. Maybe they don't care about her complaints?

Because ignoring someone usually isnt grounds for dismissal or a lawsuit. But the decreased productivity as a result may however become cause for concern for either or both of you.
