Didn't he have a painting of Clinton in a dress and they were always hanging out. Maybe Clinton loves him too much too let him die.

But anyway Idk man, it's mad fishy. I can imagine a scenario where his death ensured the information got out, so faking it and hiding him was the only option and he's out there laughing doing more evil stuff, maybe on a tighter leash but still getting his rocks off..

When everything concerning his heinous behaviors is true I feel like anything can be at this point.
