You realise China is quite a large country with lots of states/cities/counties/provinces with varying degrees of economic development? Not all benefited from the exponential growth equally.

Priorities I guess. Besides, I presume the more well off would have water filtration in their houses/offices/etc.

Or alternatively just use mineral water for everything. When I was working in India I bathed using bottled water.

I visited China in 2005. from my trip, it seemed like the countryside tends to be more primitive and the city is more modern. but not all of the city is good. there is slums and then there is where the rich people live.

when it comes to the poor parts of the city, I felt that the people in the underdeveloped countryside actually probably still live better lives than those poor in the slums. the worst off in china are the people in the slums of the cities I think

agreed. in some city's like las vegas the only water that is safe to drink is from the dispenser. back then it was 25 cents a gallon. highly drinkable.

i wouldn't even drink the town water. 50 cents sure saves the trouble but having to haul it back sucks.

See the companies still can make operational decisions and profit by themselves so you can have rich people like Jack Ma but at the same time the State has an Influence in their political affairs. Also to mention that assets can be seized even though it remains private until said otherwise.
