The world's biggest climate victory was when Genghis Khan ran across the land and brutally murdered 40 million people for no real reason leaving nothing but trees behind in his wake.

Esstentially removing polluting populations and re-foresting the land which absorbed an estimated 700 million tons of carbon dioxide.

And I don't think that policy is going to win any ellections in 2020

Back then the emissions were a fraction of what they are now. A tenth of a tenth of a fraction. So no, that was meaningless.

And it would be meaningless now too

Not really.

The reforestation was a big deal (and still is today)

And killing about 10% of the entire human population and replacing them with forest would probably still help the climate today.

I mean I think you're right in the sense that most pollution now is caused by big businsess, not communites.

but the general premise of "Kill everyone and leave forest in its wake" would still curb polution in the 21st century.

And I can't think of much else that can top that action. What other big climate change victory tops that?

The amount of carbon emissions per capital back in those days was probably zero or so close to zero that it is meaningless. So in no meaningful sense did Gengis Khan contribute anything.

India and Ethiopia planted 160 million trees and 300 million trees in 24 hours. Those two things alone both contribute infinitely more.
