Them not agreeing to the change has nothing to do with whether or not they have free will afterwards. They would be able to freely make decisions like any naturally good people. They would only lack free will if, instead of a change of alignment, they were under some sort of continuous charm spell, thus being under constant mind control.

If you are manually altering their personality to match your interpretation of what "good" is, and thus, are functionally preventing them from making choices you deem unacceptable, then by definition they do not have free will. You have essentially created deterministic automatons that can only follow the rails you'd laid down for them, and even when they can "make decisions", they're only experiencing the illusion of choice.

TC said they would be made good, not someone's interpretation of good. Also, good-aligned peeps don't always follow a specific action for a given situation. There is variance and they are generally good. There is still uncertainty in how someone will act and free will can take them down any number of paths.

Therefore, I would then change.

Distribution of wealth is based on effort primarily (the harder you work, the more you make).

All good TV shows that were canceled before they should have been will be renewed.

VR will suddenly be as realistic as Sword Art Online, and available to everyone (but without the whole dying in game = dying in real life part).

The United States political system will change to be fair, allow a real democracy (majority vote by the people) and politicians must have at least 20 years in community service, or selfless jobs before they can be elected to any major office (Teachers, fire fighters lesser (non-high paying) political offices etc).

The space race will never have stopped, so we created a base on the moon 10 years ago, and are ready to start working on one on mars at this point.
